Powell was part of the population of people around the world that vaccines aren't effective for because their immune systems just don't/can't make the antibodies.
The fact that Powell felt forced to take the vaccine shows just how selfish the unvaccinated are. The healthy get vaccinated, so those who can't get vaccinated can live.
