The federated timeline is sort of like an aggregated RSS feed from all the connected networks. Like a firehose.

The intent is to enable discovery of new people to follow. Once you follow them, they should show up in the Home timeline. The Local timeline would be ones you follow on the same server as yourself.
At least that's my understanding of how things work. I could be wrong.
