Apparently, people have never heard of cranes/lifts, or platforms hung by pulley from the wire clearly visible at the end.

As I read the scene:
Tracking shot through crowd, cameraman steps onto lift platform, is raised up multiple stories, crosses over the street on a gangway of some type, tracking shot through the cigar rolling area, then either onto a lift that moves along the wire or hooking the camera rig to the wire.
