Some are, some aren't. Hero guns (meant for closeups) almost always are. But background guns or stuff not in closeup

Are often rubber or plastic replicas. Cheaper and easier to replace if damaged while filming.
Real guns can have their firing pins removed or loaded with fake replica ammo that has no load ( think seeing rounds in a revolver).
But on screen action often requires the use of blanks to give realistic gun motion, actor response, etc. But blanks have a light load ( less gunpowder) and a cotton wadding "bullet" that can leave the muzzle at high enough velocity to not be visible on camera but that means it can cause harm if it strikes a person. This is what killed Jon-Eric Hexum
