But isn't that what safety regulations do? They make the people who might otherwise be negligent, safe instead.

The techs and safety personnel who are the best of the best will probably never make a mistake, and don't need regulations.
The ones who skip over that last gun because they're tired, or lazy or just plain forgot, need something to make sure they don't kill anyone.
