I have also created a 2nd CL recruit out of 33 RP. I will reiterate that this guy is a low priority for me so feel free to jump in at 28.

I'll be in the high 40s by the end, so that won't affect me, and the only other pursuer was at 15 last I saw as I blew by him.
If I win a couple 1/1 ties, this guy will be up for grabs.
