I thought that most carriers now didn't offer discounts on phones, just payment plans for them. is this not true?

(I am android not apple so my phones are less costly overall.)
Responses:
Payment plans, but $300-650 off the regular price and then they force a payment plan so you don't leave for another provider. -- nm
