What I'm understanding, and it's not much, is that they want the plant to be powered by renewable resources and not from natural gas as it is today.

I don't think the opponents want a renewable energy resource being built in Astoria because like you said there just isn't room for it there.
But I believe today the generator is powered through natural gas and they want that to be switched to a renewable resource.

I'm not 100% sure I'm getting that all right but that's what I got from some articles I read.
