This. Every ILS approach has a decision height associated with the approach. At that height, the crew has to make the decision to land or go around

One of the criteria for landing is being able to see the runway.
So the ILS can help in the case of low cloud cover or bad weather that makes the approach to the airport obscured but one still has to be able to see the runway during actual landing
