I did say recently (I can't recall if it was here or not?) that at some point we DO need to decide when we return to normal.

Obviously some places have, other's haven't.
Thinking of NYC, since I live there, we have been pretty restrictive (we were hit so hard in the early wave it makes sense). You need to show proof of vaccination to go to a movie or to dine in a restaurant or go to the gym. Masks are required on public transit. Etc.
But at some point that will end. At some point that has to end. When? How? What are the criteria? No one has talked about that. But this can't be the permanent answer. So when does this end? We need to have the conversation.
