"Okay ... could someone explain the difference between WWE and NXT? In plain, simple, terms?"

As others have said, it’s their minor league/finishing school.

For a few years, it was the hottest thing in wrestling because 1) they made a point of bringing in established wrestlers from the independent circuit (which at that point was “everything not WWE”) to showcase/help the newer talent learn (Triple H frequently signed athletic people from other sports, which has gradually borne some fruit) and 2) Vince McMahon had nothing to do with it. It was an indie promotion with WWE’s production values and it was awesome.
When AEW launched its show, NXT moved from the WWE Network to USA and went head to head with it. AEW won that ratings battle. As a result, Vince decided to meddle with the show to punish Triple H. It’s since had a near complete reboot a couple months ago and it’s…not the same. They’re pushing extremely green talent to the moon. It’s got it’s moments, but it’s not what it was a couple years ago.
