and, for certain things, i would assume that makes sense. it's a NATIONAL election. it should be NATIONALLY run. -- nm

it's a combined election. you wouldn't have different sets of people for each item. -- nm

And just like the IRS collects federal taxes and the state collect local taxes, states still have say in down ballot items.
