As someone who studied supply chain management, it's because supply chains are incredibly complex webs

Of dependent actions.
Put stresses in the right places (huge workforce issues due to a pandemic, for example) and things can be gummed up for a long time.
You lose workers in shipping, receiving, unloading, moving, etc. and things start to back up. Then we you get people back to work, the backlogs need to be cleared while also trying to handle new orders.
