Late braking is a common maneuver to shake off another driver, especially a known opponent. Verstappen was in position going into the turn.
He could have thought: "Ah, my friend Hamilton is known for his late braking, so I will outflank him. I will brake late and disrupt his driving flow." Then he hit a rock or a rough patch and skipped a tire forcing them both off the track.
Or he could have thought: "Ah, my friend Hamilton is known for his late braking, so I will intentionally slide my car to force both of us off course."
Maybe there was something on the radios that I didn't catch, but I didn't see any sort of favoritism or unbalanced judging in that race -- biased towards either of them.
And if FIA wants anything, they want TV ratings. In that context, they had a bias toward being easy on Hamilton the entire race and being harsh on Verstappen. Makes for an amazing come-from-behind story for the race tightens the points in the Drivers Championship standings.
