In the sense of it being a product of its time*, sure, but one could argue that the particular use of the phrase “well-regulated militia” was -- (edited)

functionally a reference to the suppression of slave rebellions in the south, such being the primary use for citizen militias of the day.

*notwithstanding other known problematic areas
