You and the article make sense and I guess if they used tolling they could have charged him with bank robbery.

I have a friend that did something similar in the 90s but he never left the city or state. He took a lot of blank traveler's checks and went on a massive spending spree.
I've always wondered if he could still get in trouble for that.
