The timing was good. I've been researching statutes of limitations in a couple Medicare/Medicaid fraud cases with some criminal law issues attached.

It's a legally fascinating topic. Essentially, the law sets up a "catch me if you can" dynamic.
Dude could have probably stayed somewhere in Ohio for five years -- or returned after a couple decades and then stayed there for five years -- he might have gotten away with it.
I won't comment on your friend though. He needs to see a lawyer on his own. :-)
