To be fair, that is in large part Tony Khan.

I don't know how much he had the tag picture worked out, but he had the first 4 world champs planned since All Out 2019. At some point he took more control of booking. The Bucks (and probably Omega) were too willing to lose to put over others. People did not like how often they were losing. If they started at the top, though, they would have gotten criticism for that as well.
I think the big things with Cody are his entrance, how much time he spent feuding with QT (who nobody cares about) and him winning when people mostly want him to lose while losing the rest of the time.
