From what I see, that should be OK outside of the pocket. The rule refers to a "passer". Of course that incompletion would kill the RB's QB rating. 😊 -- (link)

I think they have to be careful cause depending on the blocking scheme they may get a penalty for illegal man downfield, plus that is a total mind -- (edited)
