Senate needs to pass it. If they make any changes it goes back to the house and then potentially to a conference committee to hammer out any differences, which is what I think you’re referring to. -- (edited)

For the purpose of clarity, “reconciliation” here is the procedural process allowing the bill to be passed in the Senate with only a majority vote.
