I agree on your last point: People shouldn't be judged solely on their political positions.

I have conservative friends and relatives who refuse to be vaccinated, but also have the conservative "personal responsibility" mindset as well. They may not be vaccinated, but they take full responsibility for the decision and make sure not to put others at risk.
I think you should just be honest with him. Tell him something along the lines of: "I enjoy working with you. Our knowledge, skills, and abilities complement each other. But I'm not ready to jump into a formal business partnership yet. How about we work on a joint venture or two first and see how things go?"
You should be able to find a lawyer to draw up a simple joint venture agreement for a fairly low cost. Try using that on a handful of projects, then see how things go.
