Not to mention that one time when he stepped into the breaks in the middle of a straight, causing a collision that could endanger the guy behind.

Oh, he got 10 seconds for that. After the fact, when it is known the effect is null.
The lack of direction pisses me off. And it benefits the dirty driver, always.
