These days there's footage of everything.

So yes, evaulators have to take into account the level of competition but one can at least see them play and well, more fundamentally, have heard of players playing at smaller schools.

There's more and more success stories of players coming from small schools and becoming All-Pro players so while it might be somewhat of an ego flex for a highly recruited player to go the smaller school route, going to a smaller school doesn't limit one's initial prospects like it did say 10-20 years ago.
