I don't think it's impossible, but you don't necessarily need everywhere to be at 90%. if your particular region is at 90%

that's probably enough to limit most outbreaks. measles vaccination is only around 70% worldwide, but >90% in most of the developed world. so from a callous and purely selfish standpoint high rates locally will do a good job of eliminating it.
