It's an absolutely difficult, gut-wrenching position for any legislator to be in.

Fulfill their Constitutional duty to represent the people of the state that elected them?

Or fulfill their Constitutional duty Congress and enact policy that promotes the broader interests of the country: "to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity"?

The people of West Virginia have just as much of a right to be heard through their Senators as the rest of us.

The people of the United States have just as much of a right to a deliberative, informed Congress.
