IMO, this is all about ending the expanded child tax credit.

Manchin doesn't want it to stay forever (which this bill would allow). The credit will expire at the end of the year. Then if it's taken out of the bill, it won't be around.
I have no idea why he's so taken with the child tax credit, but I'm 99% sure that's what this posturing is about. Once it's gone, and he gets to flex a little more (meaning take a few more things out), they'll pass this bill in January.
