Cable channels (and streamers) generally want all shows in a theme (like Law & Order or Chicago PD/Med/Fire) but each show is licensed separately.

I assume the original 9-1-1 just hit that magic threshold at which point the producers can start doling out syndication rights. The spin-off is still a year or two away.
