No. I get the 3-11 pick for Kelce. You spend your 11-11 to keep him and 9 others.

Your 9 keepers are 1-11, 2-2, 4-2…10-2…and Kelce is 11-11.
You pick your 11th player with 12-2 while having my 15-2 pick as the balance.
Every keeper is a pick. Just not one made overtly.
