STIS: i for the life of me can't find a simple tool that just monitors internal network IP device uptime, reports it back to a dashboard

i'm looking for something that can have multiple agents across multiple customer sites, deployed internally on a VM or something, but all report back to the same site. i can probably do something like Solarwinds IP Monitor and set it to ping, shoot an email to ticket if a ping fails, but i'm sure there's something better.

RMMs won't work because there is no way to install an agent on the devices i want to monitor and many of them do not have open internet access.
