Oh God no. I used to have regular briefings with the FAA, and they were discussing this at least as early as 2016.

That was when the FCC released the bandwidth spectrum for 5G. The FAA started analyzing the potential hazards, especially with altimeter readings, back in 2017 or 2018. But the middle-manager layer of the FAA conducted that work. The leadership under the Trump administration wasn't terribly concerned.
