I'm not so sure. Not everyone buys into liberal values like free speech, and the limitations on free speech that are accepted in democratic countries

are often used by authoritarian governments to clamp down on the things they don't like.

There's no international agreement on what people should (and shouldn't) post on the internet, and a global regulatory body would IMO be more likely to ban any content critical of a country's internal affairs, than it would ensure that content would remain up.
