From this photo, it looks like Emma is dating Felton's body double and vice versa.
So they were always around each other, definitely some attraction there, but because they dated the body doubles, of each other, in a way it was like they were already in a relationship with each other, and/or keeping the friendship of their body doubles (so they couldn't upset their BD by dating one another) became important, so they just never did.
