Assuming the lawsuits were based on some type of fraud complaint, it would depend on who knew what and when.

Committing fraud usually requires some level of knowledge. Innocent sharing of incorrect information isn't fraud, you have to know you're defrauding someone based on false information.
There are a bunch of legal nuances, though. Gamblers may not have standing to bring a lawsuit, and it would be pretty difficult to prove they suffered direct damages as a result of some instruction the higher ups gave to Flores. Gambling is -- by its very nature -- an enterprise based on risk and asymetric information. Betting odds are always based on incomplete information, so it would be a challenge to prove that a Dolphins loss was based on tanking and not some other cause like weather, injuries, player health, a coaching mistake, or anything else?
