My mom has me and my brother as joint holders on one of her accounts to circumvent these delays. Not helpful now, but generally good advice for others.

We have that set up with my dad's accounts. But he also keeps a cashier's check in the safety deposit box made to me so I can immediately pay whatever - sycor Feb 7, 07:40
