It's an interesting concept, and I'm not entirely opposed to it. At all.

I remember the old adage: "Remember, if you go to trial, you're dealing with twelve people too stupid to get out of jury duty."
I think there's some worth to the proposal. It would help make courts more efficient, I think. But there's the loss of civic involvement to consider. Voting and jury duty are about the only mandatory requirements of citizenry, so removing the sense of community jury duty would eliminate one of those connections.
