Geithner, Obama, and Summers have made it very clear that under no circumstances will they nationalize any large financial institutions.

The administration strategy is to leave current management in place and allow the Citigroups of the world to earn their way out of insolvency, over several years if necessary, and to leave the structures of these companies largely unchanged.

The time for nationalization, which would have been in the winter, has long since passed.
