They're saying they have the password, and they were able to sign up for some stuff. But I'm not sure whether they have access or not.

I obviously deal with this a lot as someone who has had an internet profile for 20 years. This one's different. The person has done some things that shouldn't be possible. However, they also haven't done anything that screams the account is compromised. So, I'm trying to get into said account to lock it up...but it's so old and infrequently used that I can't.
I actually have the email account available in my Gmail server. I can and do get email for it through my regular account with a different user ID. I just cannot get logged into that old email address.
