Yeah, that's just wrong and I'm pretty sure you're right in that he was just oblivious to his surroundings.

I'm not surprised as I see it all day long with people on the street. Most people aren't conscious about their surroundings and either don't notice or care how what they're doing might impact or affect others near them.
