Essentially, the appeal found that Masi did not violate the rules, but did not consider anything more. The appeal did not even address questions about whether he bent the rules, exercised good judgment, demonstrated favoritism or bias, or anything else.

But the FIA has certainly recognized that their reputation is at stake. And rather than fire Masi (which might have provoked him to file some sort of lawsuit), they promoted him.

"Cover up" might be too strong a word, but the FIA is doing everything to get this mess out of the public eye.
