I think an argument could be made.

Very few can match his completion percentage plus his yards. Most of those who can are either HoF or most likely going there.
I think only 2 QBs can match his passing (30000+) and rushing (3500+) yards. At least one of them is in the HoF.
He's also tied with Young and Montana in career INT percentage.
I don't know if any QB can match his toughness.
I'm not saying he's a lock. I'm saying that you could make an argument.
