If they have Illinois plates I suppose they'd run them to see where they live or look for a sticker from another city or town. Out of state plates

would just be exempt. They can figure it out. Honestly in the past if I've gotten one of these I just get the sticker, contest by mail with a copy showing I've got it and they let me off the ticket (we'll see if the judges are stricter now too). It's just a pain and a poor use of resources IMO.
