technically they were decommissioned/destroyed, and Russia had launch control, but states the nukes were in had veto power.

Kazakhstan and Belarus had nukes as well. the US mostly paid for Ukraine's decommissioning. probably a lot more than it actually cost.
anyway, would you really want (at least) 30-year-old nukes?
