That's a form of timidity. "Can't be seen as successful. Can't toot out own horn because bragging is unseemly."

It's also a bit of fatalism. "Look at all the stuff we didn't get! God, we suck so much!"
If the GOP has shown anything, it's that the rules are what we make them and they aren't rules if there are no consequences when they are ignored. So what rules are the Dems abiding by that are actually only hindering them?
