He appointed her to her current job in 2021. He's nominating her from that role.

So, he's doing what Trump did -- albeit even faster. Trump was the first person to nominate a USSC Justice after also putting that same person on the Appeals Court (Amy Cohen Barrett).
It took her 3 years in the job; Jackson's only been there a year or so.
