The fucking thief story is one that even my redneck buddy was like, "YOU DID WHAT?!"

Yeah, they had an overnight operation in Oklahoma at one of the mountain ranges. So given how this story went, I'm assuming it was like a boy scout camping operation.
They all drove up there in their vehicles and he had a 12 pack of water bottles.
Sometime during the trip, the CO took one of the water bottles because he was thirsty. When my brother slept in the car that night instead of on the ground, the CO got pissed.
My brother responded with "Yeah, but I ain't a fucking thief taking my water."
He got written up for 2 months of salary fines...then appealed.
The appeal won because he bought the water himself prior to going on this training mission, so yes, the CO did in fact 'steal' the water by not asking permission.
So, apparently, this training mission involved driving his own car, with his own purchased water, then sleeping in the car...
What the fuck was the purpose of this mission?
