I really liked The Batman, but I have a big gripe with DC (spoilers)

You have a surprise $1.074 billion dollar Joker movie come out, and this latest Batman movie doesn't tie to it?
The overall feel, look and themes of these films complemented each other so well that you'd think it was the plan all along to have that Joker fight this Batman.
The only hang-up is that The Joker was had supposedly taken place around 1980, but that could have been cleared up with a scene in Arkham explaining how the Joke "thinks" he's in that time period but is delusional.
How does DC not at least get Todd Phillips and Matt Reeves into the same room to talk it through? How do Todd Phillips and Matt Reeves not talk to each other even without DC's involvement?
Plus, its pretty obvious what doctor in Arkham could have broken The Joker. It would have let fans see Harley Quinn in an actual good movie.
