I could be wrong but I've also come to read it as "no, we're not giving you money to replace the carpet, etc. etc."

Not to say that we shouldn't be factoring in replacement costs of major things (roof, septic, etc.) but we're also very much looking to "go green" in our home with possibly solar panels, etc. so some of these items are less of a concern for us depending on the other factors
