IANAL, but from the description I'm not even sure that's illegal.

Voted in the NH GOP primary while living there.
Later voted in the NJ GOP primary while living there.

Do those count as the same election or primary? If you view every step of the presidential election as part of the whole, yes. If you view each state's primary as an individual contest, no. No idea which would prevail in a court.
