The only metric that is preventing Harris County (Houston, TX) from going to the lowest warning level for Covid is number of new cases.

Now I know that sounds like a joke, but the four metrics they use are:

1. Hospital population trends. (Goal: Negative 14-day trends for COVID-19 hospital population)

2. Hospital usage. (Goal: 14-day average of COVID-19 hospital population below 5%)

3. New cases trends. (Goal: 14-day trend of new COVID-19 cases is negative)

4. New cases total. (Goal: less than 10 new cases per 100,000 population over 7 days)

Why the last goal is only 7 days is a question I certainly have. But I mean, I'm not an expert. Currently the last category is at 18.63 per 100,000 so we're so close to achieving that last one too!
