Of total Dem votes, 37 voted yes, 10 no and 17 did not vote. 9 of the noes were from Senators elected by southern states, the other was Robert Byrd.

Southern Senators to vote yes included James Fulbright (AK) and both Tennessee senators, including Al Gore (TN)
